El permiso entra en vigor para los países que actualmente no necesitan visa. Después del anuncio que mencionas, Canadá se comprometió a eliminar la visa para todos los mexicanos, y estamos trabajando con México para lograrlo, pero mientras tanto todavía se necesita visa.

June is Pride Month in Canada and many countries around the world.
